Glock is now 82, and his surname has become synonymous in some circles with "handgun."

Toy Guns: Do They Lead to Real-Life Violence?

Surprisingly, studies show no link between playing with toy weapons in childhood and aggression in adulthood.

Play has been linked to social and cognitive development. Through imaginary games, children learn how to control impulses, delay gratification, think symbolically, and view things from another's perspective. Play also allows children to act out their fears and aspirations. "As a little boy, you're not very powerful," Thompson says. "With a gun, you feel powerful and heroic."

That doesn't mean this type of play is about violence, however. According to Thompson, it's really about dominance and heroism, winning and losing, and who gets to be the good guy in the end.

In an unprecedented move, the mayor and his national coalition against illegal guns plan to air a 30-second ad during the big game, which draws some of the highest TV ratings of the year and traditionally serves as a platform for memorable and very expensive commercials. [snip]

Bloomberg has been frustrated by Congress' refusal to impose stricter regulations on sales at gun shows, even to the point where he's authorized undercover sting operations in states across the nation to demonstrate how easy it is to circumvent federal weapons regulations.

Recent months have seen a former Marine from Indiana, a Tea Party activist from California and a nurse from Tennessee all arrested and charged in New York City for possession of firearms they had legal permits to carry back home. All were “nabbed” when they naively sought to check the weapon with security.

These innocents fell afoul of the nation’s toughest gun laws. But few New Yorkers know how those laws came to be.

The father of New York gun control was Democratic city pol “Big Tim “Sullivan — a state senator and Tammany Hall crook, a criminal overseer of the gangs of New York.

Sullivan knew the gangs would flout the law, but appearances were more important than results. Young toughs took to sewing the pockets of their coats shut, so that cops couldn’t plant firearms on them, and many gangsters stashed their weapons inside their girlfriends’ “bird cages” — wire-mesh fashion contraptions around which women would wind their hair.

Ordinary citizens, on the other hand, were disarmed, which solved another problem: Gangsters had been bitterly complaining to Tammany that their victims sometimes shot back at them.

NOVEMBER I-70 CHECK STATION NETS 22 CHARGES

GRAND JUNCTION, Colo. - Colorado Parks and Wildlife law enforcement officers checked nearly 180 vehicles and issued 22 citations during a wildlife check station on Interstate 70 in November. It was the first wildlife check station conducted on a major Colorado interstate in nearly 20 years.

The two-day operation, held Nov. 7 and 8, diverted all west-bound I-70 traffic into the Colorado Department of Transportation's Port of Entry weigh station in Loma, 18 miles west of Grand Junction. There, wildlife officers conducted hunting and fishing satisfaction surveys, collected DNA samples from harvested big game and conducted compliance checks regarding applicable game laws.

About 1,755 vehicles entered the check station. Only vehicles whose passengers had been hunting or fishing were asked to enter the search bays. Other motorists were quickly sent on their way.

"We were pleased but not surprised that a vast majority of the hunters and anglers we contacted were in compliance with the law," said Check Station Supervisor and Area Wildlife Manger JT Romatzke. "We remind everyone that responsible hunters and anglers are the first line of defense for Colorado's wildlife resources."

Most of the 300 people contacted were in full compliance with state laws and hunting regulations, but 13 hunters were cited for a total of 22 charges for various infractions including illegal possession of wildlife and failing to provide evidence of the sex of their harvest. One driver is being investigated for being in possession of 78 white bass and two walleye. The source of the fish is still under investigation. Officers seized all illegally harvested wildlife.

Colorado State Patrol arrested one motorist for driving with a revoked license.

All incidents are still under investigation and a total amount of fines has not been determined pending the final disposition of the cases.

Personal contact with sportsmen - a primary goal of the check station - provided wildlife managers first-hand opinions about the current hunting season and provided valuable wildlife management information. The vast majority of sportsmen contacted not only reported their overall satisfaction with their Colorado hunting or fishing experiences, but also expressed their support for the check station.

"We understand that not everyone will be 100 percent satisfied," said Romatzke. "But we were pleased to hear that the vast majority of our contacts had good, and in some cases, great hunting or fishing experiences in Colorado, and they understood the need for a check station."

Approximately 120 officers participated in the 24-hour check station, including 97 from Colorado Parks and Wildlife, eight Colorado State Patrol and two Colorado State Patrol dispatchers, three Mesa County Sheriff's deputies, nine officers from U.S. Fish and Wildlife Service and two Utah Department of Wildlife Resources officers. In addition, CDOT Port of Entry weigh station authorities temporarily closed their facilities to commercial traffic, providing the space required for the large-scale operation. First responders from the Lower Valley Fire Protection District in Fruita were available for any medical emergencies.

Small-scale wildlife check stations are conducted throughout the state on smaller roads every year. However, an Interstate check station had not been held in Colorado since 1993 because of the enormous amount of resources and ma npower necessary to staff these large-scale operations.

"It was a well-executed operation by all those involved," said Area Wildlife Manager and Check Station Supervisor JT Romatzke. "We planned it for nearly five months, and it paid off, making it likely that we will conduct more of these in the future."

While hunting incidents often generate news, they only do so because they are so uncommon. Think about all of the really bad looking car wrecks you see – but they rarely make the news. Why? Because they happen all the time.

Hunters in Colorado enjoy millions of hunter recreation days every year, and do so very safely. With only a handful of hunting incidents annually, hunting is about as safe as outdoor recreation gets. The latest from the National Shooting Sports Foundation (NSSF) shows just how safe hunting really is. Some great information to keep handy when talking about hunting!

Hunting Is Safer Than Golf and Most Other Activities

(Not to Mention Football, Basketball and Soccer)

NEWTOWN, Conn. -- Don't let anyone tell you otherwise: Hunting with firearms is safe; in fact, hunting with firearms is one of the safest recreational activities in America.

With hunting season in full swing across the country, the National Shooting Sports Foundation, the trade association for the firearms industry, has compiled data that shows hunting ranks third in safety when compared to 28 other recreational pursuits, ranging from baseball to wrestling. Hunting with firearms has an injury rate of 0.05 percent, which equates to about 1 injury per 2,000 participants, a safety level bettered only by camping (.01 percent) and billiards (.02 percent). For comparison, golf has an injury rate of 0.16 percent (1 injury per 622 participants), while tackle football topped the list of activities with an injury rate of 5.27 percent (1 injury per 19 participants).

"Many people have the misconception that hunting is unsafe, but the data tells a different story," said Jim Curcuruto, NSSF's director of industry research and analysis. "Comprehensive hunter education classes that emphasize the basic rules of firearm safety and a culture of hunters helping fellow hunters practice safe firearms handling in the field are responsible for this good record."

To put hunting's safety standing into perspective, compared to hunting a person is . . .
• 11 times more likely to be injured playing volleyball
• 19 times more likely to be injured snowboarding
• 25 times more likely to be injured cheerleading or bicycle riding
• 34 times more likely to be injured playing soccer or skateboarding
• 105 more times likely to be injured playing tackle football.

The number of hunters who went afield last year is estimated at 16.3 million. Of tha t total, approximately 8,122 sustained injuries, or 50 per 100,000 participants. The vast majority of hunting accidents--more than 6,600--were tree stand-related. Though recent accurate figures on fatalities related to hunting are not available, statistics from 2002 show 99 fatal hunting accidents.

It's not just in the hunting fields that firearms are being used safely either. The most recent data (2008) from the Centers for Disease Control and Prevention reports that firearms constitute just 1/2 of 1 percent of all unintentional fatalities in the United States, including those in the home.

The injury data NSSF used to compile this hunter-safety report comes from the National Electronic Injury Surveillance System of the Consumer Products Safety Commission 2010 and the International Hunter Education Association's Hunter Incident Clearinghouse. Activity participation figures are from the National Sporting Goods Association Sports Participation in 2010 report.

House pass gun permits reciprocity bill

The National Right-to-Carry Reciprocity Act of 2011 passed 272-154 with 229 Republicans and 43 Democrats backing it, the Los Angeles Times said.

Proponents want the measure to make it easier for gun owners to travel between states without having to worry whether their permit is valid, but opponents view it as a federal infringement on states' rights, the newspaper said.

"The simple right to defend yourself and loved ones from criminals is fundamental, and it doesn't extinguish when you cross a state border," said Rep. Cliff Stearns, R-Fla., who sponsored the bill.

The bill goes to the Senate where similar legislation died in 2009.

Obama Pushing Shooters Off Public Lands

Gun owners who have historically been able to use public lands for target practice would be barred from potentially millions of acres under new rules drafted by the Interior Department, the first major move by the Obama administration to impose limits on firearms.

"It's not so much a safety issue. It's a social conflict issue," ...urbanites "freak out" when they hear shooting on public lands.

In a draft retort to BLM , the council said other users of public land aren't required to be as safe as shooters. They note that shooters have a much lower injury rate than others, like ATV users. "The policy fails to recognize that recreational shooting has one of the lowest incidences of death and injury compared to virtually any other outdoor recreational activity. The policy is prejudicial and discriminatory to target shooters as compared to other recreationists," said the council's draft response, expected to be finalized today.

Handgun use is up, yet gun homicides are down, contrary to what the Brady Campaign has preached for a quarter-century.

Also noted in the article, people in general are wising up and realizing that the 2nd Amendment to the Constitution is vastly important to our liberty and freedoms.

The Second Amendment has rebounded in the last half-century as support doubled since 1959, the Gallup poll reported. Nearly 3 out of every 4 Americans now opposes a ban on handguns — only 1 in four are for banning possession of a handgun. In 1959, 60% of Americans favored banning handguns — and only 36% opposed such an affront to the Second Amendment.

The local 4H shooting sports folks are putting on an event on Oct. 8 & 9 out at the Horsethief Canyon SWA in Fruita. The event will have all kinds of different shooting sports, but there will also be a “hunter safety trail”. This is a competitive event designed to get youth interested in the shooting sports, and anyone that has completed hunter education is eligible to participate. The idea behind the trail is to lead a small group (5 or so) of kids on a short walk and present them with different hunting scenarios and to test their knowledge on hunter education topics

House Weighs Bill to Make Gun Permits Valid Across State Lines

Lawmakers are considering a House bill that would give Americans who hold permits to carry firearms in their home states the right to carry their weapons across state lines.

Supporters say the measure would not create a federal licensing system, but would require that all states recognize lawfully issued permits -- regardless of where they were issued. Gun rights advocacy groups say it's the only way to make sure that lawful gun owners' Second Amendment rights are guaranteed when they travel away from their home states. (snip)

But opponents say the bill tramples on each state's autonomy to set the standards legislators believe are necessary to confront local problems. Foes also said that the law could allow violent offenders to hold on to their weapons.

National Rifle Association's Executive Vice President Wayne LaPierre addressed the United Nations this afternoon. He told the U.N. to not interfere with the Second Amendment freedoms of Americans and pledged to continue the fight to preserve civilian ownership of firearms in the U.S. He said the NRA will oppose any U.N. provision that seeks to prohibit or regulate U.S. civilian firearm ownership. LaPierre said in his remarks, "The cornerstone of our freedom is the Second Amendment. Neither the United Nations, nor any other foreign influence, has the authority to meddle with the freedoms guaranteed by our Bill of Rights, endowed by our Creator, and due to all humankind."

Mr. Chairman, thank you for this brief opportunity to address the committee. I am Wayne LaPierre and for 20 years now, I have served as Executive Vice President of the National Rifle Association of America.

The NRA was founded in 1871, and ever since has staunchly defended the rights of its 4 million members, America's 80 million law-abiding gun owners, and freedom-loving Americans throughout our country. In 1996, the NRA was recognized as an NGO of the United Nations and, ever since then, has defended the constitutional freedom of Americans in this arena. The NRA is the largest and most active firearms rights organization in the world and, although some members of this committee may not like what I have to say, I am proud to defend the tens of millions of lawful people NRA represents.

This present effort for an Arms Trade Treaty, or ATT, is now in its fifth year. We have closely monitored this process with increasing concern. We've reviewed the statements of the countries participating in these meetings. We've listened to other NGOs and read their numerous proposals and reports, as well as carefully examined the papers you have produced. We've watched, and read ... listened and monitored. Now, we must speak out.

The Right to Keep and Bear Arms in defense of self, family and country is ultimately self-evident and is part of the Bill of Rights to the United States Constitution. Reduced to its core, it is about fundamental individual freedom, human worth, and self-destiny.

We reject the notion that American gun owners must accept any lesser amount of freedom in order to be accepted among the international community. Our Founding Fathers long ago rejected that notion and forged our great nation on the principle of freedom for the individual citizen - not for the government.

Mr. Chairman, those working on this treaty have asked us to trust them ... but they've proven to be unworthy of that trust.

We are told "Trust us; an ATT will not ban possession of any civilian firearms." Yet, the

proposals and statements presented to date have argued exactly the opposite, and - perhaps most importantly - proposals to ban civilian firearms ownership have not been rejected.

We are told "Trust us; an ATT will not interfere with state domestic regulation of firearms." Yet, there are constant calls for exactly such measures.

We are told "Trust us; an ATT will only affect the illegal trade in firearms." But then we're told that in order to control the illegal trade, all states must control the legal firearms trade.

We are told, "Trust us; an ATT will not require registration of civilian firearms." Yet, there are numerous calls for record-keeping, and firearms tracking from production to eventual destruction. That's nothing more than gun registration by a different name.

We are told, "Trust us; an ATT will not create a new international bureaucracy." Well, that's exactly what is now being proposed -- with a tongue-in-cheek assurance that it will just be a SMALL bureaucracy.

We are told, "Trust us; an ATT will not interfere with the lawful international commerce in civilian firearms." But a manufacturer of civilian shotguns would have to comply with the same regulatory process as a manufacturer of military attack helicopters.

We are told, "Trust us; an ATT will not interfere with a hunter or sport shooter travelling internationally with firearms." However, he would have to get a so-called "transit permit" merely to change airports for a connecting flight.

Mr. Chairman, our list of objections extends far beyond the proposals I just mentioned.

Unfortunately, my limited time today prevents me from providing greater detail on each of our objections. I can assure you, however, that each is based on American law, as well as the fundamental rights guaranteed by the United States Constitution.

It is regrettable that proposals affecting civilian firearms ownership are woven throughout the proposed ATT. That being the case, however, there is only one solution to this problem: the complete removal of civilian firearms from the scope of any ATT. I will repeat that point as it is critical and not subject to negotiation - civilian firearms must not be part of any ATT. On this there can be no compromise, as American gun owners will never surrender their Second Amendment freedom.

It is also regrettable to find such intense focus on record-keeping, oversight, inspections, supervision, tracking, tracing, surveillance, marking, documentation, verification, paper trails and data banks, new global agencies and data centers. Nowhere do we find a thought about respecting anyone's right of self-defense, privacy, property, due process, or observing personal freedoms of any kind.

Mr. Chairman, I'd be remiss if I didn't also discuss the politics of an ATT. For the United States to be a party to an ATT, it must be ratified by a two-thirds vote of the U.S. Senate. Some do not realize that under the U.S. Constitution, the ultimate treaty power is not the President's power to negotiate and sign treaties; it is the Senate's power to approve them.

To that end, it's important for the Preparatory Committee to understand that the proposed ATT is already strongly opposed in the Senate - the very body that must approve it by a two-thirds majority. There is a letter addressed to President Obama and Secretary of State Clinton that is currently being circulated for the signatures of Senators who oppose the ATT. Once complete, this letter will demonstrate that the proposed ATT will not pass the U.S. Senate.

So there is extremely strong resistance to the ATT in the United States, even before the treaty is tabled. We are not aware of any precedent for this - rejecting a proposed treaty before it's even submitted for consideration - but it speaks to the level of opposition. The proposed ATT has become more than just controversial, as the Internet is awash with articles and messages calling for its rejection. And those messages are all based on the same objection - infringement on the constitutional freedom of American gun owners.

The cornerstone of our freedom is the Second Amendment. Neither the United Nations, nor any other foreign influence, has the authority to meddle with the freedoms guaranteed by our Bill of Rights, endowed by our Creator, and due to all humankind.

Therefore, the NRA will fight with all of its strength to oppose any ATT that includes civilian firearms within its scope.

DENVER -- Youth hunter education students in Denver can take their skills to the next level at Beyond the Basics of Hunter Education June 25-26 in Littleton. The two-day event will provide an opportunity for young hunters to learn how to hunt a variety of wildlife species, as well as practice firearm and archery safety.

"Hunter Education provides a great basic foundation of hunting ethics, species identification and firearm safety," said Vicki Vargas Madrid, district wildlife manager. "This weekend will provide an in-depth look at subjects covered in hunter education and expand on the skills and species to really help young hunters feel confident and be successful in the field."

Topics presented at the two-day class include:
--Hunting turkey, deer, and elk in Colorado
--Preparing for the hunt
--How to shoot muzzleloaders and rifles
--Outdoor survival

DOW PACKS MARCH CALENDAR WITH HUNTER ED

DENVER - With the April 5 limited license application deadline looming, the Colorado Division of Wildlife and volunteer hunter education instructors are offering more than 100 hunter education classes statewide in March. Since 1970 the agency has required anyone born after 1948 to take hunter education before applying to hunt in Colorado.

Classes range from large classes like the one offered at the Division's Denver headquarters to rural offerings throughout the month in towns like Meeker, Trinidad and Antonito.

"Our goal is to make it as convenient as possible for people who need these classes to find one and complete one," said Mark Cousins, Hunter Education Coordinator for the Division of Wildlife.

A complete list of upcoming hunter education course is available on-line at http://wildlife.state.co.us/Hunting/HunterEducation/CourseCalendar/.

Beyond traditional hunter education classes the Division is also offering internet-based courses which allow students to conduct some of the coursework on-line to help fit busy schedules or allow parents to work with their children. These classes aren't completely on-line as they still require a minimum of four hours of classroom time with an instructor, a live-fire session and a written exam to complete the course. Other hunter education courses are also offered specifically for youth, women or college-aged students.

"We recognize that people learn differently and in different environments," Cousins explained. "The important thing is that people find a class that fits their schedule and complete the course. Hunter education is for everyone interested in the outdoors and wildlife."

Colorado began requiring hunter education in 1970 after an average of nine hunting-related fatalities each year through the 1960s. By the 1990s, hunting-related fatalities had dropped to about one per year in the state.

"The numbers speak for themselves," Cousins said. "With more than 400,000 hunting licenses sold each year, hunting is one of the safest outdoor participation sports in Colorado."

Volunteers are the core of the Division's hunter education efforts. Courses are taught by volunteer instructors, keeping the cost of taking a course low at just $10.

No Oink About It, Feral Pig Problem Spreading

War is being waged right now across the country -- against huge, ever-growing packs of feral pigs that are running rampant, destroying crops, killing wildlife and spreading disease everywhere they go, the U.S. Department of Agriculture reports.

They’ve been spotted all the way from Texas to California to Michigan and in New York.

“It's estimated there are at least 4 million of them nationwide, but its impossible to count them all so there may be much more” said Carol Bannerman, a spokesman for the USDA Wildlife Services.

Officials say they cause more than $8 million worth of damage every year. [snip]

Animal rights groups are outraged over what they say is persecution of pigs. Don Anthony, of the Animal Rights Foundation of Florida, said he doesn’t believe the swine are causing all the problems that are claimed.

He wants state leaders to “leave them alone or find a way to neuter them to keep their population down,” he said. Since the hogs have been in the United States for five hundred years, they’re “almost natives,” so “we should be used to them by now. Killing them is barbaric and unnecessary,” he said.

The U.S. Department of Agriculture is taking the problem very seriously. "Because of the impact it has on everything from agriculture to natural resources and humans’ health and safety, its an extremely important problem,” Bannerman said.

It is time once again to get ready for the Grand Junction APG, IDPA match. All matches will be scheduled on the first Saturday of the month in 2011.

1. Registration at 8:30 a.m. PLEASE
DON’T BE LATE. General Meeting at 8:45 .

2. Match begins promptly at 9:15 a.m.

3. A classifier opportunity will be available to the first 4 IDPA shooters, first come first served. IDPA requires you to be classified at least once every 12 month. This is important if you plan on shooting at other venues. It is a must for the May 21 regional/state match that will be held in Montrose at the San Juan shooting facility.

4. Cost is $20.00 per shooter, match or Classifier. Four scored stages are planned.
Bring concealment garment, 200 rounds of ammo, eye and ear protection. It is advisable you also have a minimum of 3 magazines and magazine pouches.

A fifth high round side stage will be offered weather and time permitting.

Bear Hunting Regulations may change!!

BEAR REG, DOG-WALKING ON TAP FOR COMMISSION

DENVER, Colo. -- The Wildlife Commission will consider a new regulation to prohibit the take of bears in their dens and a petition to rescind a ban on dog walking at two northeast-region state wildlife areas during its January meeting.

Commissioners will also set 2011 license numbers for bighorn sheep and mountain goat, finalize 2011 big game seasons and consider a host of changes to management of State Wildlife Areas as part of its annual review of Division properties. During the afternoon session, commissioners will consider proposals to manage predators to support Gunnison sage-grouse and desert bighorn conservation projects in southwestern Colorado.

The meeting is scheduled to be held this Wednesday, Jan. 5, at the Colorado Division of Wildlife's Hunter Education Building at 6060 Broadway in Denver. The meeting starts at 8:30 a.m.

During the morning session, the Wildlife Commission will get a first look at a new den-hunting regulation drafted by Division of Wildlife staff following an incident this fall in which a potential state record black bear was taken by a licensed hunter while in its den. The incident has prompted a discussion about whether taking hibernating black bears in their dens is ethical, safe, or adheres to the concept of fair chase.

According to the 2010-2020 Strategic Plan adopted by the Wildlife Commission, the Division should look to maintain and increase support for wildlife management activities by emphasizing ethics, safety and fair chase in hunting, fishing and other wildlife programs. Although no regulations currently prohibit it den hunting in Colorado, other states such as Pennsylvania and Michigan have adopted regulations to ban the practice. The proposed regulation is scheduled to receive a three-step review by Commissioners, who could approve a final rule in May.

Commissioners will also consider a petition from several hundred Loveland-area residents concerning the closure of two state wildlife areas to dogs except for active hunting, following a number of complaints from local citizens. The petition asks the Wildlife Commission to consider rescinding the new prohibition on dogs at Lon Hagler and Lone Tree SWAs, which they have argued was adopted without sufficient public input.

Commissioners will also get their first look at steps proposed by the Division to address public safety and user conflict issues stemming from unregulated access to Jumbo Reservoir along the lower South Platte as part of its annual review of Division properties. DOW staff is proposing to institute an annual "State Wildlife Area Permit" for Jumbo and possibly other nearby SWAs that would be required for everyone aged 19 to 64 that does not have a current hunting or fishing license. Division staff also recommends a prohibition on the possession and consumption of alcohol at Jumbo SWA.

The Wildlife Commission meets monthly and travels to communities around the state to facilitate public participation in its processes. In 2011, the Commission will meet in Salida, Grand Junction, Montrose, Alamosa, Steamboat Springs, Pueblo, Yuma, and Fort Collins and at a location to be determined in northwest Colorado. The first three meetings of 2011 will be held at the Hunter Education Building at Division headquarters in Denver.

Members of the public who are unable to attend Commission meetings or workshops can listen to the proceedings through a link on the DOW we bsite. This opportunity is provided to keep constituents better informed about the development of regulations by the Commission and how they and DOW staff are resolving issues facing Colorado's wildlife.

HARASSING BIG GAME WITH AIRCRAFT IS ILLEGAL, UNETHICAL

MONTROSE, Colo. -- As the big game rifle seasons approach, hunters are getting out in the field for some on-the-ground scouting. Unfortunately, not all scouting activity is done on the ground -- some types of scouting are unethical and may even be illegal.

Some hunters and guides scout for animals using aircraft -- planes, helicopters and ultra-lights. While not all scouting that is done from the air is illegal, the manner in which it is done could lead to violation of federal and state laws. The Colorado Division of Wildlife is asking for help from anyone who suspects that aircraft are being used improperly in the pursuit of big game.

"Scouting an area from the air well before the season starts is not illegal," explained Renzo DelPiccolo, area wildlife manager for the Colorado Division of Wildlife in Montrose. "But we have seen and have had reports that aircraft are being used to harass animals so that they move into a specific area. That type of activity is illegal."

The federal Airborne Hunting Act prohibits hunting or harassing animals from aircraft. Anyone convicted of that activity can be fined and sentenced to a year in jail.

DOW regulations prohibit using aircraft for hunting, for directing and communicating with hunters on the ground, and for hunters on the ground to take directions from someone in an airplane. State rules also prohibit hunting in an area the same day or the day aft er a scouting flight was made. The penalties can include a fine of $2,000 and 15 penalty points.

"Hunting for large trophy animals is big business. Unfortunately, there are some people who will behave in an unethical or illegal fashion when there is a lot of money at stake," DelPiccolo said.

Airborne scouting activity would probably not be apparent to a non-hunter. But hunters and people who live near big game wildlife herds might notice unusual flight patterns by aircraft that could indicate animals are being harassed or herded into an area.

Anyone who suspects that aircraft are being used illegally should contact the nearest DOW office or call Operation Game Thief at 1-877-265-6648.

Pilots who are taking to the air to scout for clients should first contact the DOW to talk about regulations.

"The North America hunting model is based on the concept of 'fair chase' for the animal," DelPiccolo said. "It's important that hunters and guides live by that ethic."

The surge is because of the 2008 election of Democratic President Barack Obama and, according to gun advocates, his track record on gun issues and the threat they say he possess to the Second Amendment right to bear arms."I think the election was the catalyst to the hysteria. That and a lot of misinformation about concealed handguns," said Taylor, a Democrat who said he's a "strong" supporter of the Second Amendment.

Two examples Taylor offered on the misconception of state gun laws is possessing a gun in a vehicle and the regular carrying of a firearm.

"People think you need a concealed handgun permit to carry a gun in your car. By law, you can carry a gun in your car because it's an extension of your house," he said.

"Colorado is also an open-carry state, which means you can openly carry a firearm, except in places where it's prohibited, like the courthouse and schools. Remember, there is nothing to fear from experienced IDPA shooters. They will usually bend over backwards to assist new shooters (be careful, they might be able to draw and fire accurately from that position).

EPA denies bid to ban lead in hunting ammunition

WASHINGTON – The Environmental Protection Agency has denied a petition by five environmental groups to ban lead in hunting ammunition.

The agency said Friday that it did not have the authority to enact the ban under the Toxic Substances Control Act, as the groups had requested.

But the EPA says it's still reviewing another part of the petition, to ban lead fishing sinkers.

With the fall hunting season fast approaching, the Environmental Protection Agency (EPA) under Lisa Jackson, who was responsible for banning bear hunting in New Jersey, is now considering a petition by the Center for Biological Diversity (CBD) – a leading anti-hunting organization – to ban all traditional ammunition under the Toxic Substance Control Act of 1976, a law in which Congress expressly exempted ammunition. If the EPA approves the petition, the result will be a total ban on all ammunition containing lead-core components, including hunting and target-shooting rounds. The EPA must decide to accept or reject this petition by November 1, 2010, the day before the midterm elections.

Today, the EPA has opened to public comment the CBD petition. The comment period ends on October 31, 2010.

The EPA has published the petition and relevant supplemental information as Docket ID: EPA-HQ-OPPT-2010-0681. NSSF urges you to stress the following in your opposition:

* There is no scientific evidence that the use of traditional ammunition is having an adverse impact on wildlife populations.

* Wildlife management is the proper jurisdiction of the U.S. Fish and Wildlife Service and the 50 state wildlife agencies.

* A 2008 study by the U.S. Centers for Disease Control and Prevention on blood lead levels of North Dakota hunters confirmed that consuming game harvested with traditional ammunition does not pose a human health risk.

* A ban on traditional ammunition would have a negative impact on wildlife conservation. The federal excise tax that manufacturers pay on the sale of the ammunition (11 percent) is a primary source of wildlife conservation funding. The bald eagle’s recovery, considered to be a great conservation success story, was made possible and funded by hunters using traditional ammunition – the very ammunition organizations like the CBD are now demonizing.

* Recent statistics from the United States Fish and Wildlife Service show that from 1981 to 2006 the number of breeding pairs of bald eagles in the United States increased 724 percent. And much like the bald eagle, raptor populations throughout the United States are soaring.

New law taking effect, allowing concealed weapons, no training

The Wild West is about to get wilder - on Thursday, Arizona will join Alaska and Vermont as one of the states with the country's most liberal gun laws. Senate Bill 1108 removes the requirement that gun owners must be trained and licensed to carry a concealed weapon. Arizona already allows for "open carry" - anyone not legally prohibited from possessing a firearm, such as convicted felons or those adjudicated mentally incompetent, can carry firearms in public as long as they are clearly visible.

McDonald and how gun rights were essential to black civil rights

Within the text of the 214-page Supreme Court ruling on gun rights is a history lesson on how Americans’ right to keep and bear arms was a major issue in the struggle for black civil rights in the South after the Civil War. To wit, Southern resisters, black codes and lawless lawmen attempted to disarm freedmen (usually in order to make them more vulnerable to racist terrorism), and the federal government came to their rescue by protecting their 2nd Amendment rights.

The quotations and detailed references leave absolutely no question that Congress and the ratifiers of the 14th Amendment viewed it — and accompanying post-war civil rights legislation — as a safeguard against state infringement of the 2nd Amendment right of the people to keep and bear arms. It’s not a part of our history that the Left has much stomach for, but fewer people argue against the obvious now that the Democratic Party has all but conceded the gun issue.

Man who challenged gun ban: 'I am so happy, I am so happy'

Otis McDonald says all he wanted to do was protect himself.

But first he had to fight the city of Chicago all the way to the U.S. Supreme Court, where today he gave a victory speech after the high court ruled against the city's handgun ban .

"I am so happy. I am so happy," McDonald, 76, exclaimed as he left the Supreme Court building this morning.

As he spoke, people approached him, shook his hand and congratulated him.

Nattily dressed in a dark suit, light blue shirt and lilac handkerchief in his breast pocket, McDonald seemed oblivious to the sweltering, ninety-something temperatures gripping the city. It was his second trip ever to the Supreme Court, having come beforehand for oral arguments.

WEST SLOPE KIDS ENCOURAGED TO EXPERIENCE OUTDOORS AT OUTDOOR HERITAGE DAY

GRAND JUNCTION, Colo. - More than 30 non-profit outdoor and sportsmen's groups, government agencies and outdoor-related businesses from across western Colorado will sponsor the 3rd Annual Outdoor Heritage Day in Palisade on Saturday, April 24. The free event began in 2008 from the efforts of Colorado Division of Wildlife officer Frank McGee. McGee became concerned with how little time today's youth spend outdoors and organized the first Outdoor Heritage Day event to get kids and their families outside and experiencing what Colorado can offer.

"There are so many different things locally that families can enjoy," said McGee. "People don't realize what we have within just a short car ride. We want to give families, especially kids, what they need to know to get out and experience the best parts of western Colorado."

Outdoor Heritage Day is free and will run from 9 a.m. to 4 p.m. Saturday, April 24 at Riverbend Park in Palisade. Activities for school age youth include a fishing clinic, hunting simulator, climbing wall, mountain biking, nature walks, a mobile shooting range and much more. Presentations by outdoor organizations will also be held throughout the day. Lunch and all activities are provided at no cost. Concealed Handgun Permits Issued by County Sheriffs

In 2004 Colorado enacted Senate Bill 04-24, a law which established clear guidelines for the issuance of concealed handgun permits by sheriffs. One of the requirements of the law is that each sheriff submit and annual report to the legislature listing the number of permit applications received, the number of permits issued, the number denied and the number revoked. County Sheriffs of Colorado collected the data from sheriffs and submitted in in one report. This report was included in the County Sheriffs of Colorado magazine and is published HERE.

This is provided so that readers may see the permit activity that each county has reported.

What's the likelihood of an EXTREMELY liberal media outlet publishing an article about firearm related homicides declining while permits to carry concealed weapons increase?

About as likely as Keith Olbermann saying something nice about Sarah Palin, right?

Well, on Wednesday, MSNBC.com actually published a piece with the following shocking headline:

Record numbers now licensed to pack heat--Firearms deaths fall as millions obtain permits to carry concealed guns.

Americans overall are far less likely to be killed with a firearm than they were when it was much more difficult to obtain a concealed-weapons permit, according to statistics collected by the federal Centers for Disease Control. But researchers have not been able to establish a cause-and-effect relationship.

In the 1980s and ’90s, as the concealed-carry movement gained steam, Americans were killed by others with guns at the rate of about 5.66 per 100,000 population. In this decade, the rate has fallen to just over 4.07 per 100,000, a 28 percent drop. The decline follows a fivefold increase in the number of “shall-issue” and unrestricted concealed-carry states from 1986 to 2006.
The highest gun homicide rate is in Washington, D.C., which has had the nation’s strictest gun-control laws for years and bans concealed carry: 20.50 deaths per 100,000 population, five times the general rate. The lowest rate, 1.12, is in Utah, which has such a liberal concealed weapons policy that most American adults can get a permit to carry a gun in Utah without even visiting the state.

One-gun-a-month limits hurt law-abiding citizens, not criminals

An editorial in the Washington Times

Virginia finally is poised to repeal its unusual law that prohibits law-abiding citizens from buying more than one gun per month. It's about time, because the red tape has not had the desired effect in lowering crime. There is no academic research by criminologists or economists that shows that one-gun-a-month regulations reduce crime in either the states that pass them or their neighbors. The laws have merely inconvenienced honest Americans who want to buy guns.

One-gun-a-month rules are similar to gun bans and waiting periods, which tend to disarm victims relative to criminals, and therefore, increase crime. If possible, it's a good idea to keep guns from criminals, but laws that make it more difficult for law-abiding citizens to get guns relative to criminals cause more harm than good. In the case of the right to keep and bear arms, safety and freedom go together.

Book publisher and organizer Skip Coryell was convinced to tone down the rhetoric for what is now The Second Amendment March on Washington, set for April 19. There's probably wisdom in renaming the event, to cool some firebrands -- especially in a city that will arrest you on the spot for mere possession of an otherwise legal firearm.

Gun check fee proposal running into trouble

Gov. Bill Ritter’s proposal to make gun buyers pay for their criminal background checks hit a snag Thursday when Republicans on the Joint Budget Committee refused to support it.

And the proposal may not go far after that, the JBC’s chairman said.

Ritter, a Democrat, in August proposed a number of measures to help balance the budget in the current fiscal year that ends in June. Included in those items was a proposal that would have imposed a $10.50 fee on gun purchases to pay the cost of criminal background checks, which the state currently covers.

CODY - A Worland man convicted of poaching in Colorado found out the hard way that the Interstate Wildlife Violator Compact should not be ignored.

After committing violations in Colorado in 2004, Keith Searle had his hunting and fishing privileges suspended until Nov. 2010. "Searle moved to Wyoming and began hunting and fishing," said Worland Game Warden Matt Lentsch. "However, an individual who loses their privileges to hunt in a state that is a member of the wildlife compact actually loses them in all 32 compact member states."

According to Lentsch, Searle pleaded guilty to purchasing eight resident licenses while under suspension over a three-year period. He was also cited for taking a deer without a license, accessory to taking a deer without a license and two counts of accessory to transferring licenses.

Washakie County Circuit Court records show that Searle was ordered to pay $8,000 in restitution to the State of Wyoming and $390 court costs. He was ordered to serve three consecutive one-year jail terms in the Washakie County jail, with all but 90-days suspended. He was fined $840 and lost his hunting, fishing and trapping privileges for 18 years.

"Searle was placed on four-years of supervised probation and ordered to sign a waiver of extradition (which means Colorado may not be done with him). The conditions of his probation are very strict," Lentsch said.

Searle's probation conditions state that he is not to posses any firearms, bow, arrow, hunting knives, binoculars, spotting scopes, fishing equipment, or any item that is used in any type of hunting or fishing in any state. Nor is Searle to be in the presence of anyone that has any of the mentioned items. He is not to engage in any hunting, fishing, trapping and/or shed antler gathering, nor be in the presence of anyone engaged in these activities. "Searle was given 30 days to remove all hunting and fishing equipment from his possession," Lentsch said.

According to Lentsch, wildlife violations are taken seriously by judges and prosecuting attorneys and the wildlife violator compact was created to serve as a deterrent to poaching. Any person whose license privileges are suspended in Wyoming would also be suspended in the other 31 member states of Alaska, Arizona, California, Colorado, Florida, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maryland, Michigan, Minnesota, Mississippi, Missouri, Montana, Nevada, New Mexico, New York, North Dakota, Ohio, Oregon, South Dakota, Tennessee, Utah, Washington, West Virginia, and Wisconsin.

Students resist Colorado State gun ban

Activists at the Fort Collins campus say a ban will make them more vulnerable to a Virginia Tech-style attack.

Reporting from Denver - After a gun-wielding student killed 32 at Virginia Tech, faculty at Colorado State University in Fort Collins found, to their alarm, that theirs was one of the few public schools in the country with no policy banning firearms. Anyone with a concealed weapons permit could legally carry on campus.

Advocates of the restriction point to the study, prepared by the International Assn. of Campus Law Enforcement Administrators, cited by the Board of Governors.

The study found that of the 30,000 Americans killed by guns in 2005, only 147 were shot in justifiable homicides -- in other words, for protection.

The report, prepared after several states discussed allowing guns on campus in the wake of the 2007 Virginia Tech killings, concludes: "There is no credible evidence to suggest that the presence of concealed weapons would reduce violence on our college campuses."

The National Shooting Sports Foundation is raising an alarm about a House bill reauthorizing and updating existing federal rules relating to transportation of hazardous materials. The bill, H.R.4016, has the potential to cause some problems for manufacturers of small arms ammunition. With supply already being outstripped by demand, anything that might cause delays for manufacturers is a serious concern.

Representative Sam Graves (R-MO) has an amendment which addresses the industry's objections, but there is no guarantee that he will be able to attach the amendment. NSSF is asking GunVoters to contact the Chairman of the House Infrastructure and Transportation Committee, Rep. James Oberstar (D-MN) to urge him to work to include the Graves amendment. It would also be helpful to contact your own Rep. And ask that they also support the Graves amendment.

It is expected that there will be more information on this bill and the Graves amendment Monday or Tuesday so check out the Firearms Coalition web page for updates.

Night Shoot scores RSC - IDPA NIGHT MATCH - November 21, 2009

Scores are listed [HERE] by division and classification, with winners in each class/division highlighted in bold (except for the laser/light assisted division.)

A couple shooters reflect a score of DNF, which means they did not finish, for whatever reason. One shooter has "no score" because one stage had no raw time recorded. Remember: all shooters need to not only sign off for each stage, but be sure your time and all other information is correctly recorded.

Apparently a couple sets of hearing protectors were left behind after the match. See Terry Veldboom to claim yours.

Once again, no one completely made it through the "House of Death" but a few came pretty close. Notably, Dave Hatch (who saw it for the first time...and in the dark, no less) came especially close to making it. Not only that, he won the match with the fastest time, had one of the lowest points down and did it all with no penalties.

One more thing:

RSC's Precision Rifle Division will be hosting a match on Saturday, December 5th. Particulars include:
Sign-ups at 8:30 am; match starts at 9:00 am. Entry fee is $20.00 per shooter.
This will be a "poker" match. Standard poker rules will apply with regular size playing cards and 5x7 cards.
Cards will range from 200 to 500 yards. It will be a team effort with a maximum of 20 shooters. Pre sign-up is a must and we hope to see a full slate of 20 shooters to make the team numbers work out correctly.
As a team effort, the goal is to shoot a winning hand.
The event is open to all calibers. Standard equipment includes at least 60 rounds of ammo, a spotting scope, range finder, shooting mat and (obviously) warm clothes.

The Annual Night Shoot at Rifle Sportsmen's Club is scheduled for this Saturday , November 21st.

Here's some vital stuff to know:
There will be three stages plus the infamous "House of Death."
Cost is $20.00.
Sign-ups start at 5:30 pm; match begins at 6:00 pm with a safety meeting.
There will be NO classifier.
Bring a concealment garment and dress appropriately. It will probably be cold!
There will be a special "open" class for those who want to use laser or gun mounted lights. Be advised holstered pistols with lights attached prior to the stage(s) will not be allowed. In other words, you will be required to mount the lights after drawing your weapon. Obviously, special safety considerations will apply and you will be instructed as to procedures at the safety meeting.
And, an important special notice:

Inexperienced and/or non-IDPA shooters are encouraged to NOT attend this shoot! Regular attendees are also encouraged to NOT invite inexperienced or non-IDPA shooter. These will be very challenging stages, and all the more so because they will be shot at night.

A little after 1 a.m., three armed robbers charged through the back door with guns drawn and their faces covered with T-shirts or bandanas. "I'd only been in the bar a short time and was talking to friends," Mr. Devitte later told an interviewer for the International Association of Chiefs of Police. "I saw a ruckus at the end of the bar. ...

Mr. Devitte dug the handgun out of his pocket and approached 19-year-old Emilio Rodriguez, who was firing into the crowd with a .40 caliber pistol. "I went straight at him.....(snip)

On Nov. 6, America found reason to honor another brave civilian police officer, as Maj. Nidal Malik Hasan, a U.S. army psychiatrist about to be deployed to Afghanistan, reportedly shouted "Allahu Akbar!" and opened fire at a soldier readiness facility in Fort Hood, Texas, killing 13 people and wounding 28.

Police Sgt. Kimberly Munley and Sgt. Mark Todd responded separately within three minutes of the report of gunfire. Sgt. Munley was hit by the mass murderer's rounds in her wrist and both thighs while returning fire, standing her ground. Sgt. Todd then delivered the rounds that ended Hasan's brief career as a jihadist -- providing the current White House doesn't intervene to commute his pending court-martial sentence to singing three rousing choruses of "Kumbaya."

Time after time, public murder sprees occur in "gun-free zones" - public places where citizens are not legally able to carry guns. The list is long, including massacres at Virginia Tech and Columbine High School along with many less deadly attacks. Last week's slaughter at Fort Hood Army base in Texas was no different - except that one man bears responsibility for the ugly reality that the men and women charged with defending America were deliberately left defenseless when a terrorist opened fire.

Among President Clinton's first acts upon....

Everyone wants to keep people safe - and no one denies Mr. Clinton's good intentions. The problem is that law-abiding good citizens, not criminals, are the ones who obey those laws. Bans end up disarming potential victims and not criminals. Rather than making places safe for victims, we unintentionally make them safe for the criminal - or in this case, the terrorist.

Rifle Sportsmen's Club Precision Rifle Division will be hosting a long range grocery shoot (yep, that means you'll be shooting groceries!) Saturday, November 7th. Ranges distances will vary from 100 yards to approximately 800 yards.

Details:

Cost is $20.00 per shooter.
Sign-ups at 8:30 am; shoot starts about 9 am and ends somewhere around 2 or 3 pm.
Bring your preferred rifle and at least 80 rounds of ammo.
Also, useful tools include range finder, binoculars, spotting scope, shooting mat and clothing appropriate for the weather. It could be cold!
No mechanical bench rests will be allowed. Bipods, shooting sticks or bags only are permitted.
All shooting will be from the prone position.
All calibers are acceptable, but (obviously) choose wisely for this event. The shoot is limited to 20 shooters.

The feds take a shot at guns

Gun-control advocates claim that banning the CDC from examining gun control amounts to a gag order on science. After all, what can be wrong with further scientific inquiry? But the issue isn't about scientific inquiry. It is whether government resources should be used to promote an ideological agenda.

Take the Obama administration's justification for its new gun research. "Gun-related violence is a public health problem - it diverts considerable health care resources away from other problems and, therefore, is of interest to NIH," wrote the agency spokesman in an e-mail responding to questions from Republican members of Congress about new grants the CDC is giving out. The statement assumes the conclusion of the research before the first study is done.
