Civilian Marksmanship Program

CSSA is also the official Civilian Marksmanship Program state affiliate organization. Membership in an official CMP organization is a prerequisite to purchasing (at a very reasonable cost) a surplus military M-1 Garand from U.S. arsenals or an AR-15 target rifle. CSSA works with numerous Colorado gun clubs to promote their program and encourage Colorado shooters to obtain these firearms and hone their marksmanship skills.

Partners with the National Rifle Association

We work closely with the NRA’s Grassroots Division and Election Volunteer Coordinators. While NRA focuses mainly on national issues, we concentrate our efforts on state and local concerns. Our Grassroots Network is a vital part of our legislative efforts and your membership and participation are crucial to our success.

Although we are the official state of Colorado affiliate to the NRA, we are a completely separate organization. The National Rifle Association does not provide financial support in any way for our organization. The Colorado State Shooting Association must raise 100% of its own funds. Your membership and support are much appreciated!

Leglislative Monitoring

We are working hard to protect your right to keep and bear arms. CSSA vigilantly monitors legislative activity at the State and local levels to protect the rights of law abiding Colorado shooters, hunters and firearms collectors. We work closely with members of the Colorado Legislature in writing and passing bills and often testify at legislative committee hearings to ensure that the collective voice of Colorado shooters is heard. The larger our membership base, the louder our voice at the State Capitol.

Speak Up Now On Right-To-Carry In National Parks

As we've reported over the last few weeks, the U.S. Department of the Interior has issued a proposed rule to eliminate the prohibition on Right-to-Carry in national parks and wildlife refuges. The National Rifle Association led the effort to change this policy and we are very close to winning this important battle.
However, the new rules cannot take effect until after a period of public comment. Our opponents will take advantage of this time to try to convince the Secretary of the Interior to reverse his decision. NRA members must take action now so that the anti-gunners are not allowed to sway this process.


It is always best to write in your own words. Here are some talking points to assist you:


* Rules on carrying and transporting firearms should be consistent—across the board—with the laws of the state that includes the national park or wildlife refuge;

* Law-abiding citizens should not be prohibited from protecting themselves and their families while enjoying America's national parks and wildlife refuges;

* The new rules should provide uniformity across all federal lands, eliminating the patchwork of laws that create confusion for gun owners;

* Current regulations fail to account for the significant change in state laws since 1984. 48 states now have laws that permit laws that permit carrying and 40 have strong Right-to-Carry laws. Federal regulations should recognize the change in state laws and follow their lead, and;

* The new regulations should restore the rights of law-abiding gun owners who wish to transport and carry firearms for all lawful purposes on most DOI lands, just as they do now on Forest Service and Bureau of Land Management lands.

It is critical that gun owners and sportsmen submit comments during this process.

Tax holiday ahead for gun purchases, appliances

COLUMBIA -- Whether you're shopping for a shotgun or an energy-efficient washing machine, S.C. lawmakers want to give you a tax break. This week, House lawmakers gave key approval to a bill that:

Exempts handguns, rifles and shotguns from state sales tax during the biggest shopping weekend of the year. "Second Amendment Weekend" is scheduled for the Friday and Saturday after Thanksgiving 2009.

Allows South Carolinians buying energy-efficient appliances to also forego the state sales tax. Dishwashers, dryers, even fluorescent light bulbs would be exempt from state sales tax from Oct. 1 through Oct. 31. The tax-free Energy Efficiency Month also would begin next year.

U.S. Olympic Team

More than 170 rifle and pistol shooters from around the U.S. are competing for spots on the 2008 U.S. Olympic Team scheduled for August in Communist China. Rifle slots available, completely blacked out by "news" outlets focused on political posturing instead of the competitions, include Men's Prone, Men's 3-Position and Women's 3-Position. Pistol shooters are competing in Men's Free Pistol, Men's Rapid Fire Pistol and Women's Sport Pistol. The trials are held at Ft. Benning's International Shooting Complex in Columbus, Ga., May 12-22.

Concealed Carry Reciprocity In Congress!

Senator David Vitter (R-LA) has filed a pro-gun amendment to HR 980, and it> could be voted on as early as tomorrow!> > This amendment would protect the right of citizens to carry concealed> weapons (outside of their home state) in states that allow concealed carry.

Sen. Vitter explains that his amendment does not violate the rights of> states as it 'does NOT establish national standards for concealed > carry, nor> does it provide for a national carry permit.'

In other words, the Vitter amendment specifically says that state laws concerning specific types of locations in which firearms may not be carried shall be followed. 'My amendment will not federalize concealed carry permits but simply requires concealed carry permits to be recognized in other states that allow concealed carry permits,' Vitter said.

This is a real reciprocity provision which grants citizens the 'full faith and credit' protection that is guaranteed in Article IV of the Constitution. Section 1 of this article says: Full Faith and Credit shall be given in each State to the public Acts, Records, and judicial Proceedings of every other State. And the Congress may by general Laws prescribe the Manner in which such Acts, Records, and Proceedings shall be proved, and the Effect thereof.

Vitter says that this constitutional provision authorizes the Congress to pass legislation forcing each state to recognize the 'public Acts' of other states. So if states are not willing to recognize another state's laws, Congress has the authority to pass laws to require recognition of those measures.

It's just like with driver's licenses. If certain states refused to honor the driver's licenses of citizens in other states, Congress could pass legislation (under Article IV) to require every state to honor all licenses.

ACTION: Please urge your Senators to vote for the Vitter amendment to HR 980 to protect the right to carry concealed firearms outside of your home state.

Hunter Education

By Colorado statute, everyone born on or after January 1, 1949 who applies for a Colorado hunting license must have successfully completed an approved hunter education course.
Why? --To make hunting safer.

Colorado hunters experienced an average of nine fatal and 24 non-fatal hunting accidents each year during the 1960s. Noting this, the Colorado legislature took action and passed the hunter education course completion requirement in 1970. The effect? In the 90s, the averages went down to 1.3 fatal and 11 non-fatal hunting accidents. The latest five years, through 2004, averaged 1.6 fatal and 10 non-fatal hunting accidents.
Hunting is safer in Colorado. Since 1970, over 600,000 students have taken and passed Colorado's hunter education course. And hunting is now safer across the United States, too, as all states have hunter education programs similar to Colorado's. (Canada does, also.)

The most basic purpose of a hunter education course is to teach safe, responsible firearm handling in the field, in the vehicle, and in the home after hunting. Through lectures, hands-on activities, and videos, students learn about firearms and ammunition, firearm safety, shooting fundamentals, and firearm and wildlife laws.
While hunter education courses enable safer hunting, they also help hunters be more successful in their hunts—and emphasize ethical hunting behavior. Subjects covered include hunter responsibility, wildlife identification and management, game care, outdoor survival, and more. Students also receive introductions to hunting with bows and black powder firearms.
Hunter education courses are recommended for anyone who spends time in the outdoors, whether or not they intend to hunt. Basic outdoor skills acquired in a hunter education course can be invaluable during any outdoor activities. For example, survival basics can help you prepare for and deal with emergencies. And wildlife management lessons provide insight into how and why wildlife agencies manage the resource, particularly by using hunting as a management tool.

To cover these topics adequately, courses consist of at least ten hours of instruction (as mandated by the law). A Hunter Education Card (or sometimes called a 'certificate') is awarded to students who have attended all classes and who pass the final exam and 'live fire' exercise.

Teuller Drill

How Close is Too Close? How fast can an aggressive person get to you before you can recognize a threat, decide what to do and then do it?

The Teuller Drill is a part of the NRA Basic Personal Protection in the Home training course. This training exercise is given for a few reasons. The primary reason that I use this drill (Other than the fact that it is in the required curriculum) is to show how important practice is. Another reason is simply to overwhelm the student with the fact that a criminal intent on doing you harm can cover 21 feet faster than a new shooter (and even most seasoned shooters) can fire two shots at the center of mass. Without going into the mechanics of the drill itself I hope that I can explain what and how the drill works.
One Student is lined up on the firing line with a blank target 21 feet down range. Another person is set to run a distance of 21 feet. Once the Student shooter is alerted that the drill has begun he/she is to move from a ready position and fire two shots at the target. After the shots are fired the instructor points out to the student where the “runner” was when the first shot was fired and where the “runner” was when the second shot was fired. Then a quick look at the target to see where the shots hit (or not) is taken to show the student shooter how well (on not) the drill was accomplished.

I’ve known only one person who was able to draw and fire two shots to center of mass before another person (aggressor) could cover the 21 foot distance separating shooter and aggressor. Note: This person actually started with the firearm in his holster. Our students start with the firearm in a ready-rest position.

Three shooting prairie dogs give churchgoers a scare

One man and two male youths hunting prairie dogs with BB guns in an empty lot near a Grand Junction church tonight gave churchgoers a scare, when they thought the shooters were aiming at them.

Officers with the Grand Junction Police Department pulled their weapons on the three people, all under 20, when they arrived at the River of Life Alliance Church, 701 Road 24 1/2, at about 5:45 p.m.

The three people, who are parishioners, didn’t mean to threaten churchgoers and didn’t know it was illegal

Virginia Man Killed In Civil War Cannonball Blast

Match startS at 9:00 AM and shooters are asked to arrive at 0830 to help set up targets. There is a 15 minute practice period before the start of the match. Cost is $10.00 and includes the NRA match fee and OMGC shooters fee. Matches are usually finished by 2:00 PM.

Proposed rule change

The nation’s national parks and national monuments have long been off-limits to loaded firearms, but that could change under a proposed new rule under consideration by the Interior Department.
The department has opened for a 60-day public comment period the proposed rule change that would allow people with concealed-weapons permits to carry them on lands administered by the National Park Service under certain circumstances. They also would have to be eligible to carry concealed weapons on similar lands in the state that is home to the park or monument.
The proposed new rule followsof a letter in which 51 senators, including Wayne Allard, R-Colo., urged Interior Secretary Dirk Kempthorne to update regulations that prohibit carrying firearms in national parks and wildlife refuges.
Supporters of the proposed change said they saw no reason for the ban in the first place.
